HARBOR & WATERFRONT COMMITTEE, HARPSWELL, MAINE

November 28^th, 2007

 ACTIVITIES

4. Business

a.       Discussion on Moored Floats – Can and should the town have a registration process and mooring fee for moored floats that are not attached to land?  The committee agrees and will recommend that:

a.       The definition of a moored float is distinct from the standard mooring definition because the moored float requires ACOE approval.

b.      Moored floats should be registered as follows: 

                                                                           i.      Change Section 4.7 by changing “Floats, moored” to “Float Moorings” and remove, “These floats require a permit from the army corps of engineers and approval from the harbormaster”.

                                                                         ii.      Add “Float Moorings” to Section 5.1.3 and Eliminate the word “Fees”

                                                                        iii.      Add section 5.2.6 “Float Moorings” – “These moorings require a permit from the army corps of engineers and approval from the harbormaster”.

c.       Next steps – Jim Hays to research whether there is a moored float lease agreement process with the ACOE and if so, the conditions of that lease.
