 MEETING MINUTES
HARBOR & WATERFRONT COMMITTEE, HARPSWELL, MAINE
October 10th, 2007

 

Attending

Committee Members:

Present:  Burr Taylor, Steve Rowe, Amy Haible, Jim Hays, Peter Darling, Len Duda, Bill Blood, Bill Bartley

Absent:   Scott Moody 

Activities

  1. Meeting called to order at 6:00 PM.

  2. Minutes reviewed and approved 

  3. Agenda per Burr Taylor;

Harbormaster Report

  1. Vendor pulled the Town dock prematurely causing problems for mooring holders.  Harbormaster will be contacting mooring holders with dinghies still attached to dock.

Old Business

  1. Reviewed mooring survey comments. 

    1. The idea of credit card payment for registration was proposed.

    2. Setting new moorings- (9 Occurrences in Survey).  The committee proposed that the harbor master or representative should be present for any new mooring placed.  The harbormaster informed the committee that 160 new moorings are permitted annually and expressed concern over time requirements.  The committee proposed that the Harbormaster should be present for new mooring placements in areas with high mooring densities.  Harbormaster will consider this request, in the context of his existing workload, and come back to the committee with a plan / prioritization scheme to address the concern.

    3. Abandoned Moorings - (3 Occurrences in Survey).  The harbor master informed us that moorings with no identification are marked as abandoned with a sticker.  Moorings that have been marked abandoned for greater than one year are removed.  Twelve abandoned moorings removed so far this year.

    4. Committee agreed that it is a good idea to post the list of Harpswell mooring holders on the internet.
