MEETING MINUTES
HARBOR & WATERFRONT COMMITTEE, HARPSWELL, MAINE

August 8th, 2007 

Attending

Committee Members:

Present:  Burr Taylor, Steve Rowe, Len Duda, Bill Blood, Scott Moody, Bill Bartley  

Absent:  Amy Haible, Jim Hays, Peter Darling, Scott Moody

 

Activities

  1. Meeting called to order at 6:00 PM.

  2. Minutes for 7/25/07 revised as follows:

a.       The name of the 7/25 guest is Pete Harderster

b.       Replace “Searsport” with “Stockton Springs”

c.        Detail absent members in minutes; Jim Hayes, Peter Darling, Bill Blood 

  1. Agenda per Burr Taylor; Minutes, Harbormaster Report, Elections, Old Business, New Business

Old Business

1.       Elections; Burr Taylor to remain Chairman, Steve Rowe to assume secretary responsibilities 

New Business  

  1. OBYC having problems with collisions of boats on moorings because people are loaning their moorings to others with larger vessels that have inadequate swing room.  Please send photo’s of mooring issues to Burr Taylor for use in the communication plan.

  2. Schedule – the development of a communication “movie” for community television will follow the finalization of the ordinance changes.

  3. Committee agreed reviewed the on line survey results and discussed repeat issues

    1. The setting of moorings is not controlled and as a result moorings new moorings are often dropped right on top of, or in close proximity to, existing moorings.  The committee suggests that the harbor master is present for the setting of any new moorings.

    2. There is no process to get rid of abandoned moorings.  The committee discussed the concept of outsourcing the removal of abandoned moorings once the harbormaster has identified them.

    3. People have multiple moorings when others have none.

Suggestions to discuss with the harbormaster 

1.       Harbormaster should be present when any mooring is set.  Harbormaster may wish to authorize trained volunteer assistants in certain areas to assist in controlling this process.

2.       Publish list of registered moorings on the web site.

3.       Committee requests a report on status of moorings in the Goslings.

4.       Maintain closed harbor waiting list in harbormaster office.
