Harpswell Harbor and Waterfront Committee
Minutes:

           MEETING MINUTES
HARBOR & WATERFRONT COMMITTEE, HARPSWELL, MAINE

May 23rd, 2007

Attending: Jim Hays, Harbormaster, Amy Haible, Selectman
Committee Members:
Present:  Burr Taylor, Peter Darling, Steve Rowe, Len Duda, Bill Blood  
Absent:  Bill Bartley

Activities

  1. Meeting called to order at 6:00 PM.
  2. Agenda per Burr Taylor: 
  3. Minutes for 5/9/07 accepted. 
  4. Harbormaster’s report:  31 new mooring applications so far this summer  

 Old Business

1.       The survey will be limited to two questions.

New Business

  1. Amy Haible noted that there will be an informational meeting on Mitchell Field at HIS on June 6

  2. The committee reviewed and finalized a Harbor Master questionnaire.

  3. Committee members were each assigned a Harbor Master to call and complete the questionnaire

    1. Bill Blood, Freeport

    2. Len Duda, Yarmouth

    3. Steve Rowe, Scarborough

    4. Pete Darling, Phippsburg

    5. Amy Haible, Camden

  4. Burr Taylor identified the need for help to man the booth at the Harpswell Festival.  We need committee volunteers to help Bill Blood.

  5. The group discussed and agreed that different types of harbors classifications should be updated as a part of the revised ordinance.  The classification map is already referenced in the existing ordinance.

  6. Reviewed the New York harbor management develop guideline and agreed that this is a logical step by step process for development of a plan.  Group discussed different approaches to divide and conquer the plan and agreed that the entire committee should work on sections in a sequential rather than divide sections up as the process appears to be designed this way.

  7. Discussed the need for professional services to assist in the collating and writing of the plan.

  8. Committee members should think about the HMP mission and bring thoughts to the next meeting. 

 

 Next Meeting (s)

  1. Wednesday June 13 and June 27, 2007, 6:00 PM, Harpswell Municipal Building.

  2. Harbor management plan mission statement discussion.

  3. How do we divide and conquer the Harbor Management Plan?

  4. Professional services?  Role definition?  Budget?
