Meeting called to
order at 6:00 PM.
Agenda per Burr
Taylor: Last meeting minutes: New Business: Burr’s thought on
another approach to the ordinance review; Burr introduced a new
form titled "Ordinance changes and other issues" to facilitate
the ordinance review effort; Harbormaster’s report. Amy Haible
suggested that we might need a consultant to help with the
Harbor Management Plan.

Harbormaster’s
report: Jim sent out a registered letter to about 70 Mackerel
Cove mooring owners requesting that they identify their moorings
with their registration number. He is trying to identify the
people who have paid for a mooring registration, but do not use
it in order to reduce the waiting list.

New Business
1. Another approach to the
ordinance review was suggested by Burr to form a subcommittee to review
the ordinance from beginning to end for grammar and other deficiencies.
Burr Taylor, Steve Rowe, and Bill Bartley volunteered to be on this
committee which will meet when time permits. Burr will check with Linda
Strickland to see if a meeting room will be available at the town hall.
2. Ordinance changes and
other issues: 1. Rental Moorings: Jim Hays was unable to provide a list
of who has them now. There was more discussion on whether or not we
should continue it review this issue. 2. Unused moorings: Approved
moorings must be installed and used within 365 days. The mooring
registration number must be painted or burned on the mooring ball, or
the sticker could be applied to the port side of the boat. Also, one of
the requirements for a mooring registration would be to confirm boat
ownership by showing boat registration, Coast Guard documentation, or
purchase receipt. 3. One Boat = One Mooring: This rule would apply when
a harbor is closed to new moorings and a wait list has been established
by the Harbormaster. Multiple mooring requests will not be considered
unless significant and long term mooring space is available. Suggested
wording for an ordinance amendment. "Permits for more than one mooring
must be approved by the Harbor master. Additional moorings are an
exception and will be decided by the Harbormaster on a case by case
basis."
