MEETING MINUTES

HARBOR & WATERFRONT COMMITTEE, HARPSWELL, MAINE

October 17, 2006

Attending

Jim Hays, Harbormaster

Amy Haible, Selectman

Committee Members:

Present: Burr Taylor, Bill Bartley, Len Duda, Bill Blood, Steve Rowe

Absent: Toby Tobin, Peter Darling

Activities

Meeting called to order at 6:05 PM in big meeting room.

Agenda per Burr Taylor: Old Business: Fee letter. New Business: Rental moorings; Moorings that are registered but not used; and Update the priority list.

Minutes for 10/3/06 approved unanimously.

Harbormaster’s report: Jim attended Selectmen’s meeting. First memo was presented. Jim will be sending out a letter Mackerel Cove mooring owners.

Old Business

Mooring Fees: Burr Taylor sent letter to the Selectmen with the committee’s recommendations.

New Business

1. Rental mooring discussion: Jim will provide a list of who actually has registered the 127 rental moorings at the next meeting. Motion made by Bill Blood, 2nd by Len Duda, not to allow rental moorings except for licensed marinas and boat yards. Old approved rental moorings can be grandfathered. Motion passed unanimously.

2. Moorings registered but not used: "One Boat – One Mooring" rule applies, especially where the harbor is closed. Requirements for registration: Must own a boat; must use the mooring within 30 days; must have registration number displayed on mooring ball or boat; must provide GPS coordinates.

3. Update priority list: Need to categorize what kind for mooring definitions Harpswell should have? We will need to revise the ordinance and application. We ran out of time to complete this discussion.

Next Meeting (s)

Tuesday, November 7, 2006 and November 21, 2006 at 6:00 PM, Harpswell Municipal Building.

Continuing discussion of the Ordinance Rewrite, and Harbor Management Plans.

Continuing discussion of Water Classification Plan Map: Review Special Anchorages, Anchorages, and Harbors.

Adjournment

Minutes will not be approved by the committee until the next meeting.
