Meeting called to
order at 6:00 PM.
Burr Taylor
passed out Agenda and Minutes for 8/1/06. Added "Grant
discussion" to agenda.
Motion to accept
minutes for 8/1/06 made by Bill Blood, 2nd by Steve Rowe,
approved unanimously.
The town
management should recruit replacements for Matt Rogers and
Bill Hitchcock. Peter Darling will submit an application to
be on the committee.
Harbormaster’s
update: It appears that more people have been putting their
registration sticker or numbers on the mooring balls in
Mackerel Cove. Only six currently do not have stickers.
Before Jim Hays’ 6/1/06 letter was sent out, there were 43
unmarked moorings.
Old Business
Ordinance
modifications: Burr Taylor passed out CDs with Ordinances
from various communities on the Casco Bay coast. He also
passed out an Ordinance packet with a sample table of
contents, examples of how the communities addressed
Ordinance issues, and highlights of Article 83 State
Statutes.
New Business
Memorandum,
dated August 11, 2006, from Kristi Eiane for the
Selectmen requested us to review mission statements and
develop a list of priorities. The committee has reviewed
and accepted the mission statement as written. We are in
the process of developing a list of priorities and goals
for the rest of the year. Burr Taylor will respond
before the September 22nd deadline.
Goals

Listen to
Harbormaster. The Harbormaster needs to know what
can be done about 35 mooring registrations that have
been paid but are not being used when he has a
waiting list. How long does he wait? What actions
are needed?
Conclude
Mackerel Cove Mooring Plan.
Amend
critical parts of the H&W ordinance.
Rental moorings
Registered but not used moorings
Update the priority list
Add section on Appeal process
Floats in Mackerel Cove
Develop a
Harbor Management Plan for all Harpswell waters.
Refine
the Harpswell Classification Map for harbor,
anchoring, and mooring areas.
Rewrite
the entire ordinance.
The Harpswell
Harbor and Waterfront Ordinance on the Harpswell website
is NOT up to date. It shows that the last amendment was
March 6, 1999. There have been at least two additional
amendments that we are aware of. AMENDED March 8, 2003
Art. 78.; and March 11, 2006 town meeting warrant,
Art.20.
$25,000.00
Grant Opportunity from the Maine State Planning Office.
Town would have to agree to match 25% cash or in-kind of
the total project cost. Deadline is the end of
September. We concluded that there is not enough time to
apply this year, but it is something we should pursue
next year.
Harpswell
Anchor, August 2006, article. We decided to respond by
providing the most asked questions and answers asked
about moorings.
