Minutes: August 1, 2006

MEETING MINUTES

HARBOR & WATERFRONT COMMITTEE, HARPSWELL, MAINE

August 1, 2006

 

Attending

Jim Hays, Harbormaster

Amy Haible, Selectman

Committee Members:

Present:  Burr Taylor, Toby Tobin, Bill Bartley, Bill Blood, Steve Rowe  

Absent:            Matt Rogers, Bill Hitchcock

Visitors:  Peter Darling

 

Activities

  1. Meeting called to order at 6:30 PM.

  2. Minutes for 7/25/06 meeting were distributed by Bill Bartley.  Motion to accept made by Toby Tobin, 2nd by Bill Blood, approved unanimously.

  3. The town management should recruit replacements for Matt Rogers and Bill Hitchcock.  Peter Darling will submit an application to be on the committee.

  4. Burr Taylor announced that the agenda for the meeting would be to review the questions and answers that were presented to the USACE and USCG, and establish the goals for the committee for the rest of the year. 

 

Old Business

1.      Presented and reviewed questions and answers on attachment “Questions 06-7-25.doc” for the benefit of committee members who were not able to attend the previous meeting.

 

New Business

1.                  Establish a list of questions for the town lawyer.  1) What legal responsibility does a town have when it grants a mooring registration, and the wrong size boat is tied to the mooring and gets loose or drags the anchor?  2) What to do with registrations that are not used year to year?  3) Can the town impose mooring inspection and standard rules?

2.                  Ordinance modifications:  All committee members will read the current ordinance and come with a list of needed modifications.  See attachment “Ordinance modification list.doc” for potential ordinance modifications that are needed ASAP.

3.                  Goals.  Establish and prioritize goals for the coming year.  See attachment “Goals for 2006 2007.doc”.

  

Next Meeting (s)

1.      Tuesday, August 15, 2006 at 6:00 PM, Harpswell Municipal Building. 

2.      Continuing discussion of the Ordinance Rewrite, and Harbor Management Plans.

3.      Continuing discussion of Water Classification Plan Map: Review Special Anchorages, Anchorages, and Harbors.

Minutes will not be approved by the committee until the next meeting.
