order at 6:30 PM.
Minutes for 7/11/06
meeting were distributed by Bill Bartley.
Matt Rogers's wife
has recently had surgery, and he will have to spend most of his
spare time caring for her. He has missed more than six
consecutive meetings and most likely will miss more. He will
submit his resignation. The town management should try to
recruit replacements for Matt Rogers and Bill Hitchcock.
Burr Taylor
distributed the agenda for the meeting.
Old Business
1. Proposed a meeting
for feedback and discussion of the Mooring Management Plan for
Mackerel Cove on August 15 at 6:00 PM
New Business
Jay Clement, and LeeAnn
Neal of the USACE, and John Mauro of the USCG answered and commented
on a list of questions and concerns that the committee presented and
requested their input for guidance on how to develop a Harpswell
Harbor Management Plan.
Mooring concerns:
Q a) Riparian owners are entitled to a mooring where practical.
Moorings are a privilege not a right.
Q b) Multiple boat ownership and fishing zones.
Q c) Rental and service mooring reviewed with Harbormaster.
Q d) Floats, piers, lobster cars, need permit and approval of the
USACE.
Q e) No technical requirements. Needs Harbormaster approval, cannot
impede navigation, consider environmental impact, conditions at
hand.
Q f) Review with attorney.
Q g) Yes, should be in the ordinance.
Q h) Usually consult the local ordinance and Harbormaster.
Q i) Adverse impact on navigation.
Q j) Coast Guard must approve Special Anchorages.
Q k) Not used for a given period of time.
Q 1) Look at other town's ordinances.
Q m) If there are outside of the defined mooring field. Q n) The
anchored boat would have to move. Happens at the Goslings.
Harbor Management Plan
concerns:
Q a), b), c) USACE has a file cabinet full of plans and ordinances
that we can review.
Q d) Can use grant money to hire a facilitator to develop a Harbor
Management Plan, or a consultant to improve the density of the
mooring field for Mackerel Cove. Source DOT.
Q e) Yes, with the approval of the committee and town selectmen.
Q f) Good analogy.
Other concerns:
Q a) A waters classification plan defines the town waters.
Q b) The Coast Guard approves Special (recreational) and General
(commercial) Anchorages. Special Anchorages authorizes 10% transient
moorings.
Comments on Service
Floats: Town should take care of its own destiny, and include in the
Ordinance. The Ordinance will empower the Harbormaster.
Jay Clement passed out
two handouts. "Information Required from Applicants for Corps
Permits for Existing and/or
Proposed Moorings", and
"Criteria" Ten Commandments" to be used in reviewing Harbor
Management Plans.

material. "Coastal Water Access", State Planning Office (Jim
Conner), Small ship improvement plan (kev.rousseau@maine.gov),
Portland Committee (Dick Engle, Chairman).
