MEETING MINUTES

HARBOR & WATERFRONT COMMITTEE, HARPSWELL, MAINE

July 11, 2006

Attending

Jim Hays, Harbormaster

Committee Members:

Present: Bill Hitchcock, Steve Rowe, Toby Tobin, Burr Taylor, Bill Bartley

Absent: Amy Haible, Matt Rogers, Bill Blood

Visitor: Dee Williamson

Activities

Meeting called to order at 6:30 PM.

Minutes for 6/20/06 meeting were distributed by Bill Bartley.

Bill Hitchcock will resign effective August 15th. Bill Blood will be headed South starting at the end of December through Jan., Feb. and March and will miss more than three consecutive meetings. Matt Rogers wife has recently had surgery, and he will have to spend most of his spare time caring for her. He has missed more than six consecutive meetings and most likely will miss more. The town management should try to recruit some more replacements.

Old Business

Per Jim Hays the Mackerel Cove letter has been received, and he has had positive feedback so far. There have been people thinking that they could convert existing moorings to rental moorings. This cannot be down unless that use was stated the original application. Jim will try to treat everybody fairly.

We continue to discuss rental moorings, and agreed that we should revisit the Ordinance before the next town meeting.

Steve Rowe presented a summary of his Internet research on Harbor Management Plans. We decided to wait until the meeting after Jay Clement’s visit to work on a Harbor Management Plan(s). At the meeting on August 1st we will discuss what are the highest priority issues, objectives, resources, and elements needed to develop a Harbor Management Plan for Harpswell waters. We will also discuss the differences between the Ordinance and a Harbor Management Plan and the goals and objectives of each.

New Business

Motion was made to elect an official Chairperson by Bill Bartley and seconded by Toby Tobin. Burr Taylor was nominated and agreed to fulfill the duties of Chairperson. He was elected with a 4 aye and 1 nay vote.

Future meetings will be held on the first and third Tuesday of every month at 6:00 PM. August 1st and 15th will be the meeting days for next month.

The subject of water access at various town landings is a joke because of the lack of parking. This will be a topic for a future meeting.

Next Meeting (s)

Tuesday, July 25, 2006 at 6:30 PM, Harpswell Municipal Building. Jay Clement from the U.S. Corps of Engineers will be present to answer questions. We need to come up with a list of questions for Jay. Also, we would like to invite someone from the Marine Resource and the Planning Committees to attend.

Continuing discussion of the Ordinance Rewrite, and Harbor Management Plans.

Continuing discussion of Water Classification Plan Map: Review Special Anchorages, Anchorages, and Harbors.

Minutes will not be approved by the committee until the next meeting.
